Division 02

Operations & Systems

Project management, federal contracting support and business systems: the layer that keeps delivery, paperwork and follow-up under control.

Division 02 of 3

Operations & Systems

The work between a decision and a finished result: planning and delivery on one side, the paperwork and the systems on the other.

This division plans and runs projects, prepares the paperwork for federal opportunities, and sets up the systems that replace manual follow-up.

It sits between Management & Advisory, which sets direction, and Technology & Engineering, which builds the technical work. Operations & Systems keeps the middle: scope, schedule, documents and the tools that carry the day.

Firms in the sectors Oculeus works in use this division in some form. If the split is not obvious, the divisions overview walks through it, and the About page covers how the firm is structured.

Federal contracting

How the federal work runs

Five tasks, each with its own boundary. We prepare and document; registration, eligibility and the decision to bid stay with you.

Bid readiness

Problem. Teams start writing before they know whether the solicitation fits their size, past work and registrations.

Approach. We write a checklist of fit, gaps and what you still have to confirm. We do not register the company, and we do not decide eligibility.

Deliverables. A written checklist, eligibility questions for you to confirm, and a note on what the check does not decide.

Proposal and RFP/RFQ writing

Problem. The deadline is real, and the draft may not answer the questions that were asked.

Approach. We build a compliance matrix and a draft from facts you confirm. You approve the facts and you submit. We do not invent past performance, and we do not promise that the proposal will win.

Deliverables. A compliance matrix, a draft response, and a submission checklist.

Capability statements

Problem. The firm’s experience is real, but it is not written in a form a buyer can scan.

Approach. We format a short statement from facts you confirm and give you an editable source. We do not invent certifications.

Deliverables. A formatted statement, an editable source, and only facts you confirm.

Subcontracting support

Problem. Outreach is ad hoc, and the firm cannot show what it is qualified to do.

Approach. We research primes and write positioning for an approach you send. This is not a guaranteed introduction, a teaming agreement, or an award.

Deliverables. A short prime list with sources, positioning notes, and the wording for what you would send.

Opportunity research

Problem. Open notices are hard to sort, and dates get missed.

Approach. We prepare a shortlist with source links, dates and a fit note. The note is not a recommendation to bid.

Deliverables. A shortlist, source links and dates, and a fit note.

Federal contracting support covers bid readiness and proposal work; we do not award contracts. Engineering services are technical design, analysis, documentation and engineering support.

Process

How engagements work

  1. Discovery. A free initial consultation, or a website review when the work is a site. It is not a separate product and it does not oblige you to continue.
  2. Scope. A written list of what is included and excluded.
  3. Approval. You accept the scope. The final fee is a fixed quote after a free scope review.
  4. Implementation. We do the agreed work and show it at the checkpoints in the scope.
  5. Handover. You receive the files, access notes and the support the scope names.

Indicative pricing is on the Get an Estimate page, shown as a range in US dollars. It is an indicative estimate, not a contract. For anything on this page you can also contact us and we will confirm scope first.

Questions

Common questions

Can you guarantee an award?

No. We do not guarantee awards, shortlists, teaming agreements or revenue from a bid.

Are you affiliated with SAM.gov or GSA?

No. Oculeus is an independent consultancy and is not part of, affiliated with, endorsed by or authorised to act on behalf of SAM.gov, the US General Services Administration or any US government agency. Government registrations and eligibility determinations remain the client’s responsibility.

Who submits the bid?

You do, unless a written scope says otherwise. You still approve every factual statement.

What counts as business systems work?

CRM setup, systems integration, automated follow-ups, workflow, and local visibility and online presence. We configure from your data and your approvals, and hand over the files.

How does a project management engagement start?

The same way as every engagement here: a free consultation, a written scope, and a fixed quote after a free scope review.
